Though Hoboken has a smaller population then Chelsea it is a city and we are not. So they have a cohesiveness that we don't and can get their population to participate more redily then we can and can run a more feature rich blog then Chelsea.
However I would think that there are still ideas that you can incorperate from their website into yours.
