Where did our trashcans go?

I was out with the dogs, looking for a trash can, and three of the four corners of 21st & 9th were bare. What gives?

I noticed the same thing the other day at 23rd and 9th.

I saw today that the baskets on 23rd and 9th were replaced by new ones.

As long as we're on the topic, does anyone else find that more often than not Sanitation workers, after emptying them, place the baskets in that area of the sidewalk which is right in the middle of the crosswalk access?
